PM raises stapled visa issue with China

BEIJING, Oct 23: India today objected to the issue of stapled visas by China to residents of some states over whose parts Beijing has laid claim to, even as Prime Minister Manmohan Singh pledged his commitment to visa simplification to facilitate travel of Chinese nationals.

The issue of stapled visas to two Indian women archers from Arunachal Pradesh by the Chinese Embassy in Delhi recently was raised during the discussions between Prime Minister Singh and Premier Li Keqiang at the Great Hall of the People here.

Singh told the media after his talks that "I conveyed to Premier Li our commitment to visa simplification to facilitate travel of Chinese nationals to India and expressed the hope that China will also facilitate such exchanges."

Ahead of the visit, there were indications that an agreement on a liberalised visa regime was close to being signed between the countries.

But upset over the issue of stapled visa to Arunachal Pradesh residents, India decided to defer the issue in a virtual tit-for-tat.

India and China inked a comprehensive pact which commits them not to use military capability to attack each other today.

Under a Border Defence Cooperation Agreement (BDCA) signed after extensive talks between Singh and his Chinese counterpart Li here, the two neighbours also agreed not to tail each other's patrol along the Line of Actual Control (LAC) which has witnessed numerous incursions by Chinese troops at Depsang Valley in Ladakh.

The BDCA facilitates the establishment of a hotline between the military headquarters of the two countries and meeting sites for border personnel in all sectors of the 4000-km LAC.

In all, nine agreements, including the BDCA, were signed after restricted and delegation-level talks.

India and China also signed a new agreement to strengthen cooperation on trans-border rivers that is aimed at allaying India's concerns over new dams on the Brahmaputra and facilitating the exchange of flood data.

Under the new agreement, Chinese side agreed to provide more flood data of Brahmaputra from May to October instead of June to October in the previous agreements river water agreements in 2008 and 2010.

India has been expressing concerns over China's plans to construct more dams which New Delhi fears could restrict the flows of the Himalayan river flowing from Tibet. China for its parts assured India that its dams are run of the river projects not designed to hold water.

The side also signed agreements to strengthen cultural exchange programme, Cooperation in Road Transport and Highways, Chinese power equipment service centres in India and agreements to establishing sister city relationships between Delhi-Beijing and Bangalore and Chengdu and Kolkata and Kunming. Remaining silent is wrong option

Dear Editor,

It seems like there is nobody in Arunachal government who read daily newspaper that's why we have to repeat same thing again and again. This letter may irritate the concern department but it will continue until or unless frustration of many is relieved. We only want different govt. department to release the pending faith of many unemployed youth. At the top of the list, PWD department of AP is determined to create a record by delaying their UDC/LDC written result. I don't know what they are doing with our papers? But somewhere it also smells like department may be really interested for 2014 election in other word "BRIBERY ". In another case APP is showing laziness in declaring the result of lady constable which is really embarrassing. If these exams were organized in systematic which they claim then who is accountable for delay in declaring result? In this regard I request the concern ministers to take necessary actions.  Do not play with the emotions of unemployed. I also request concern candidates to take some initiatives. Because by remaining silent we will get nothing.

Dear Editor,

India needs to understand China’s emotion

China on Tuesday blamed Tibetan spiritual leader Dalai Lama and his supporters for creating border problems between India and China. In a white paper issued just before Prime Minister Manmohan Singh landed in Beijing for three-day visit, China alleged that after the failure of their armed rebellion in 1959, Dalai Lama and his supporters fled abroad and began to harass China's borders for years.

The paper said the Tibetan leader's main purpose is to "overthrow the socialist system and the system of regional ethnic autonomy that is practiced in Tibet''. It added he wants "to rock the systemic foundations that have ensured the development and progress of Tibet''. This bold Chinese stand has confirm the earlier fear expressed by section of defense think thank that Beijing carries out incursion activities along LAC only to show their displeasure against India for giving shelter to Tibetan spiritual leader. If China really wanted to capture Arunachal Pradesh, they would have never accepted cease fire agreement in 1962 when Chinese were in advantage having run over Indian army at Tawang and Kibitho sector. For a harmonious border, China expects India to curb down anti-Beijing activities by Dalai Lama and his supporters. It’s time India also understands the sentiment of China and avoids hurting their emotion. The Tibetan refugees living in India are enjoying enormous freedom. However they should not be allowed to carry out any activities which may hurt the relation between two neighbour.
